HARTSHORN MUNICIPAL MARINA
RULES AND REGULATIONS UPDATED 2018
1. Each permit will apply only to the use of a specified boat well as assigned by the Harbormaster and only to the boat and owner listed on the application. The permit is not transferable. Regular use by parties, other than the owner of the boat for which the permit is granted, without prior notification to the Harbormaster, will be cause for termination of the permit. 2. The owner,or authorized agent,of any vessel using the marina shall be responsible for the conduct of all persons using, visiting, or occupying the vessel. Disorderly conduct or actions of individual(s) within the marina will be cause for revocation of permit. 3. Seasonal boaters are entitled to two parking spaces. Parking for transient boaters inside the marina is assigned based on availability and the discretion of the marina staff. 4. The marina shall not be used as a location for taking on or discharging passengers for public or freight carrying or any kind. 5. Vessels must conform to the "Length Overall" (LOA) policy, which is defined by: The total length of a ship's hull from the foremost to the aftmost points. 6. Grills are to be kept and used along the perimeter fence only. On-board grills are prohibited inside the marina. 7. Fueling, or the use of fuel cans, is prohibited in the marinas. 8. Fireworks or any form of recreational incendiary devices are prohibited. 9. Auxiliary items,such as air conditioners or heaters,shall not be left running on an unattended vessel. A $15.00 per month utility fee is required for additional powered units, such as small external refrigerators or electric coolers. 10. Septic waste must be properly contained on-board a vessel, and disposed of at a sanitary marine pump-outstation; marina bathroom facilities shall not be used for disposal of septic waste. 11. Vessels in the marina must be properly secured to dock cleats. Bitter ends shall be tucked in a seaman like manner. 12. A float plan should be filed with the Harbor Master's office prior to departing the marina for an extended period (24 hours or more). Float plan forms are available at the marina office.* 13. Vessels shall not be maneuvered under sail in the Marina. 14. Anchoring and rafting in the marina is prohibited. 15. Fish waste shall not be disposed of in marina trash receptacles. 16. Piers and docks shall not be used as storage areas. 17. Trash cans are not permitted on docks. 18. No portion of a vessel shall intrude into a walkway. 19. A minimum of 36" of sidewalk,from the power stanchions toward the parking lot, shall be kept clear and accessible. 20. Power cords shall not present a tripping or safety hazard. 21. Carpet is allowed under picnic tables but shall not intrude into the walk way. Carpeting on finger piers or docks is prohibited. 22. Golf carts, small trailers and other recreational vehicles may not be stored on the marina premises or left in parking spaces for extended periods of time, and must be approved by marina management. 23. A maximum of two bicycles per permit may be kept at the marina, must be properly secured, and not intruding into any common areas. 24. Additions or alterations(stairs,platforms,etc.) to the facilities are permitted only with approval of the Harbormaster. Such additions or alterations become the property of the city of Muskegon. 25. No signs or commercial displays shall be permitted in the marina. 26. A vessel used as living quarters for extended periods other than weekends, holidays, or vacations shall pay an additional $100 per month. 27. Camping is prohibited in the marina. 28. Dogs must be under control and attended to on the marina property and are not allowed in the bathroom facilities. 29. Animal waste shall not be left on the marina grounds. Disposal bags are available at six stations inside the marina. 30. Water and electricity shall be active from April 15 to October 15; Vessels must vacate the marina no later than November 1; boat owners are to remove all gear and locks from dock boxes at the end of each season. 31. The City of Muskegon, through its Harbormaster, reserves the right to assign, or reassign vessels to slips or mooring buoys.
*The City of Muskegon reserves the right to temporarily lease slips to transient boaters during the absence of regularly assigned vessels.
